Study Of Our Official Accountability System From The Perspective Of Responsible Government

The official accountability system is an important institutional guarantee for the building of responsible government,its core is the implementation of the accountability and responsibility,to ensure the government power not to alienate from the system level.Along with our country democracy progress and responsible government construction, official accountability gradually becomes the norm,the force of responsibility investigation is more and more stronger,studies on accountability has become an urgent and realistic problem in current.Based on the official accountability system of related concepts are clearly defined,further reviews and summarizes the official accountability system in our country’s development process, that the official accountability system in our country has achieved certain results through the implementation of more than ten years, and show the speed of construction system is accelerater,expander the scope of accountability,increaser accountability efforts,network and media on the accountability of the promoting role can not be ignored and so on. But from the practice of China’s official accountability, there still exists some problems,such as the political culture needs to be improved, emphasis on consubstantiality accountability, official duties unclear,legal system construction is to improve, accountability relief program is not perfect,and the lack of official comeback system construction.This article draw lessons from the summary of western countries and Hongkong officials accountability system experience to solve these problems,the countermeasures are fostering accountability in the political culture, strengthening accountability allograft, expanding the accountability subject, improving the construction of system and program,paying attention to improve the legal relief mechanism and the return mechanism construction.
