Study On The Deliberative Governance Of Rural Environmental Group Events

The environmental group events are increasing and have gradually shifted from the eastern regions to the rural areas in the middle and western regions in China.It is closely related with the farmers' awareness of environmental protection and political participation,except the reasons for the objective transfer of polluting enterprises.The rural environmental group events have become a major governance issue for grass-roots government.At present,the management level of the grass-roots government is continuously improving,but traditional disposal of thinking is still adopted in the actual rural environmental group incidents.It's unable to completely control environmental group events.The rural environmental group events involve various interests.The conflict of interest among various stakeholders cannot be reconciled and then result in the outbreak of events.Therefore,the paper studied the environmental group events from the direction of deliberative governance in Jiangshuidi Village of Mengzi City,and thoroughly discussed rural environmental group events.The case study of Jiangshuidi Village was discussed as a individual case.The causes of the event and the deliberative governance were analyzed.The possibilities and measures of deliberative governance in the application of rural environmental group events were proposed.There are some conclusions: Firstly,disagreements and conflicts among the subjects and the lack of expressive channels are the main factors that result in the outbreak of environmental group events.The negotiation about the interests of various subjects can avoid the occurrence of group events during the brewing stage of conflicts.Secondly,negotiation governance can solve environmental group events.Building a negotiation platform can also prevent the occurrence of environmental group events from the root and reduce the harm to social stability.Finally,the application of negotiation governance still has limitations.For example,the farmers' awareness and abilities are still not matched in the political participation;the abilities of farmers to participate in politics are not balanced and the governance of the grass-roots government is not high enough.In general,constructing and perfecting the negotiation platform can make up for the deficiencies about the farmers' interest expression mechanism and prevent the outbreak of group incidents.For the long time,it is also conducive to the improvement of farmers' democratic awareness and the relationship between grass-roots governments and farmers.
