Research On Organism Of Social Organizations’Coordinating With Government In Public Services Supplying

Social organizations have been the effective partners to work in coordination with governments in public service supplying. For example, there are947social organizations in Shangcheng district of Hangzhou. They work in coordination with governments in supplying community service, social affairs, culture and health care, human rights protecting, residents" synergism. However, some problems are necessary to be analyzed and resolved in the coordination between social organizations and governments. Those are (1) the relationship between social organizations and governments is not equal;(2) the competition is not sufficient;(3) the time that social organizations begin to work in coordination with governments is too late:(4) the government’s financial support on social organizations is weak;(5) the coordination mode does not change according to the characteristics of certain public service;(6) the organized level, professionalization and specialization is not good; and (7) the development achievements between different social organizations are significantly different, so that the service capability is low.In order to improve the coordination between social organizations and governments, the literature about social organizations and public services is analyzed and experience from Shanghai, Hong Kong and the USA is introduced as well. Based on the work above,6suggestions are put forward:(1) the relatively equal partnership should be established;(2) competition should be promoted and the coordination modes should be enriched;(3) the governments should introduce the social organizations to work in coordination earlier, and the coordination should cover the head to the hail;(4) more financial support should be given to social organizations;(5) some individual coordination modes should be employed due to the differences among different public service;(6) more efforts should be made on improving the organized level, professionalization and specialization, and more communication should be promoted to raise the average level of social organizations;(7)promote a dynamic balance of the coordination mechanism under the condition of specific circumstances:(8) the supervision on social organizations should be strengthened, and the self-supervision should be cultivated and encouraged.
