Chongqing Social Organizations Undertake Research On The Mode Of Government Purchasing Public Services

At present,China is in a crucial period of reform and development.Further promoting the development of social organizations and giving full play to the advantages of social organizations have become an important issue in the current stage of deepening reforms.With the improvement of the economic level and the continuous development of society,people have also put forward higher requirements for the provision of public services.In response to this new expectation of the people,the report of the Nineteenth Party Congress puts forward to improve the public service system,guarantee the basic livelihood of the people,and continuously meet the people's growing needs for a better life.How to improve China's existing public service system,promoting the government's practice of purchasing public services from social organizations is the key.At present,under the leadership of the Central Government,local governments at all levels have actively played their roles in formulating a series of rules and regulations and implementation measures to further deepen administrative reforms,promote the continuous development of social organizations,provide the public with better public services,and promote development of government procurement of public service practices.However,social organizations are still in the exploring and developing state of government procurement of public services,there is no standard mode for reference,and taking into account the Chongqing government to start the purchase of public service activities is late,the practical differences among some economically developed provinces inevitably are big.Therefore,this study is of great significance to the theoretical research and practical development of the government's purchase of public services by Chongqing social organizations.This article is based on Chongqing social organizations undertaking government procurement of public services modes to carry out research,the main contents include introduction,concept definition and theoretical basis,status analysis,investigation and analysis,problem and reason analysis,optimization measures in six parts,full text six chapter contents and this six parts correspond one by one.The first chapter is the introduction part,which lays a foundation for the research of this paper through the background of the topic selection,the questions raising and the research significance,the summary of research status at home and abroad,the research contents and the research methods.The second chapter is the concept definition and theoretical basis.Through the definition of the three concepts of social organization,government procurement of public services,and undertaking modes,the research object of this article is clarified,and the governance theory,new public service theory,principal-agent theory are also used for reference as the research foundations;The third chapter is the analysis of the status of Chongqing government's purchase of public services,and integrate the status quo from the basic situation,mode types and operating mechanism.The description of the basic situation is elaborated from four aspects: historical evolution,policy system,service scope,and major achievements.Afterwards,it summarizes the three major modes of undertaking public services for social organizations: formal undertaking mode,fiduciary undertaking mode,and competitive undertaking mode,and advance research on the mechanism of different modes.The fourth chapter is an empirical analysis of Chongqing's social organizations undertaking the government's purchase of public services.It mainly conducts research from two aspects:questionnaire survey and case analysis.Finally,according to empirical research data,descriptivelyshow problems of different modes of acceptance,and constructive optimization measures are summarized.The fifth and sixth chapters analyze the existing problems and find out the reasons from the three aspects of formal undertaking mode,fiduciary undertaking mode,and competitive undertaking mode,and finally put forward the corresponding optimization measures.It is a relatively long process for optimizing modes of the social organizations in Chongqing to undertake the government procurement of public services.It is expected that this will be achieved through the joint efforts of the government,social organizations,enterprises,and the public.
