The Government Performance Management is refers to a series of management activities, such as using Performance Management Theory as the guide, with the help of related management tools going to government management practice. In order to motivate public officials, improve government administrative efficiency. Our local government began to explore and practice Performance Management since1990s. Though the local government had gain some achievements with lots of efforts, but problems are still exist. The main problem existing in currency local government performance management, from the sight of Management by Objective, is using some kind of "one-way " model. It has some notable features, like using the "top-down" operation mode, the single assessment subject that lack of public participation, showing "sport-style" and "formalism" in its assessment process and bias evaluation in index design. This type is not match with the reality. This article using the Management by Objective Theory as the instruction, and then building a new pattern of local government performance management, named "the self-conscious active". In this model, the assessment subjects are diversification including the government, ordinary citizens groups, and some non-government organizations. It has a special committee which made up by difference representatives. And the main mission of this committee is managing all things about local government performance management. Like formulate some objective and scientific indicators and then assessment. In this new mode, the assessments results are fully used. Constructing a new mode for local government performance management, in order to achieving the government clerk "spontaneous","self-active" and "self-control", in an effort to realize different goals of each period...
