Research On The Development Of China’s Relief Social Policies Since The People’s Republic Of China Is Founded

China is one of the worst affected countries in the world. As an agricultural country,China has been attacked by all kinds of disaster in history. Since new China was founded in1949, the Chinese communist party and the government put the affairs of disaster preventionand mitigation on the utmost important place, which have been achieved obvious effects bydeveloping many social policies and related measures in disaster mitigation. With the seriousdisasters and enrich the relief practice in our country, the Chinese government and socialawareness of disaster prevention disaster relief also continued to deepen. In the relief of socialwork practice, relief workers increasingly feel many problems is beyond the range of theexisting policy. Part of social work researchers, therefore, turn attention from the disasterrelief practice to disasters and social policy, seeking to achieve the continuous improvementand benign development of the current disaster and social policy. Disaster social policyresearch has become the new trend of social work research.This study attempts to comb relief social policies in China since the People’s Republic ofChina is founded. On the basis of fully collecting literature information, the analysis alongtwo main lines about the time advance and relief steps, form a systemic analysis framework,investigate a variety of factors that effect on relief social policies, discuss the problems existin the process of implementation in relief social policies, summed up the characteristics of theevolution of relief social policy, and put forward suggestions and countermeasures. This studymainly includes four parts:The basic theory research include expounding the meaning, function and currentsituation of the development about disaster social work, and analysis the status which reliefsocial policies in of national social policy.Content of the policy research systematically combing relief social policies since thepeople’s republic of china is founded according to the analysis framework, which is formedby two lines crossing. The two lines is the three historic periods of the development of reliefsocial policies and three core links of disaster relief work. On this basis, this part sums up therelief social policies characteristics of each historical period. The third part mainly involves analysis of influence that social environment changinghave on relief social policies since the People’s Republic of China is founded. Here the authordivides the social environment into economic, political and social philosophy to investigate.In addition, dynamic characteristics of relief social policies evolution are analyzed,summarized and summed up.According to the analysis of the second and third part, this chapter analyzes the problemsarising from the relief social policies implementation process, and put forward fivesuggestions on development direction of present relief social policies in China, namely:integration of disaster relief forces and realize the diversity of relief principal, adhere to thepeople-oriented and promote disaster victim sustainable livelihoods, pay attention topropaganda of disaster prevention and emphasis on disaster insurance, to strengthenconsciousness of systematic disaster reduction and perfect the policy system construction, payattention to disaster research and promoting the development of the disaster relief work.
