The operation of rural social governance must be under a set of systems and regulations that multiplesubjects of rural social governance must comply with. Only then it so, it could ensure the rural governancewithout departing from the right track. From the social governance systems and regulations that created inthe long river of human society, the legal system is a very good, effective system and regulation in a longtime. In legal system of rural social governance, I think it is the bottom line, while ethical system is thebasic framework of the rural social governance. Therefore, the realization of “good governance” target ofrural social governance is not simply dependent on the legal system, or simply depends on the ethicalsystem, but relies on mutual cooperation and integrity of them. The rural governance discipline concretizesthe legal system and ethical system of rural society governance. For the subjects of rural social governance,they must strictly comply with the regulations of these disciplines in governance activities. but it should benoted that we should avoid rural social governance activities to be rigid, rigid, passive, therefore, it is notonly strict discipline, but also ensure that the flexibility, enthusiasm of rural social governance, so as thatrural social governance initiatively serves the mass of peasants.In the governance of rural society, Grass-roots government that is very important governance subject,with firms, NGOs, and other social governance forces, fulfill their respective functions and play their ownroles to achieve good governance of rural social governance. No matter the relationship between theGrass-roots Government and other governance subjects, grass-roots government have had to bear its dutiesand functions that cannot shirk in the governance of rural society. Therefore, in this paper, I focus mainlyon grass-roots government as the starting point. In the operation of rural social governance, grass-rootsgovernment must first transform its functions. The system of rural social governance has both internal andexternal systems. Therefore, the coordinate and smooth operation of rural social governance, it requests thecoordination of external relations and internal relation, and between them. Rural social governance is anintegrity and systemic exist. So it not only includes internal relations of the elements like governancesubjects, but also includes external systems like political, economic, social, and cultural systems.In past economic and social development, we often emphasize the efficiency, but ignored the socialequity in the economic construction. Did as in rural social governance, economic construction was regardedas the goal of the social development, but ignored the social equity of rural social governance. Therefore,now we need publicize social equity in the rural social governance. The realization of the equalization ofpublic services is focusing on as follow:(1) to promote the equalization of public services between urbanand rural areas,(2) to accelerate the equalization of public services between areas, and (3) actively promotethe equalization of public services between regional populations. In rural social governance, the exerciseof power in grass-roots government is the protection of the social development, is the basic protection ofachieving the mission of "serving the people wholeheartedly", and the power of grass-roots governmentneeds to be run under the supervision of the people. In essence, it is to “Let the Power Run in the Sun.” Therefore, there are three important aspects of grass-roots government’s power under the supervision of thepeople:(1) to supervise and regulate the power of grass-roots government,(2) to create conditions forpeasants’ participation, and (3) to open rural society governance activities.In the final analysis, the Rural Governance is to benefit for the mass of peasants. In rural socialgovernance, the peasants are the owner of rural social governance power that is in order to make thepeasants share the benefits of economic and social development. Rural social governance should be savedand frugal, it revolved the governance cost in rural social governance that is incorrupt government. Iemphasize that the grass-roots government is honest government, which means it is a refined, low-cost,unwaste grass-roots government. Therefore, saved and frugal and low-cost are important features of thehonest grass-roots government, which requests that grass-roots government rigorously enforce the thrift,and as much as possible to reduce the cost of governance, and resolutely resist extravagance and waste,self-dealing and waste, clearly limit "Three funding" in the exercise of the power of rural socialgovernance. In rural social governance activities, the policy implementation need to get strong executionand improve efficiency. All the activities of the rural social governance must be designed in accordancewith the implementation of efficient standards and regulations, and strictly enforce these regulations.Therefore, as long as the rural social governance is according these standards and regulations that designedto be scientific and rational, its implementation will be more effective, the goal of the rural socialgovernance is easier to be achieved. But, we must pay attention to maintaining the implementation of ruralsocial governance policy is flexible, enthusiasm, and initiative, rather than becoming rigidity.
