The Function Of The Grass-roots Party Construction To Handle Mass Incidents

After30years’ rapid development of economy, the Chinese society has enteredthe stage where fast development coexists with social conflicts. The social changes,the system transformation and the structural adjustment are involved in all fields ofpolitics, economy and society, having a large effect on people’s financial benefits.The social conflicts feature "easy and multiple bursting ". A simple fuse of conflictscan easily lead to mass incidents. Researches show8,700mass incidents happened in1993, while the number in2005was87,000. however, over10,000incidentshappened every year from2009to2011. In the last twenty years, the number of massincidents has increased more than ten times. Meanwhile, frequent mass incidentsseriously harm the national image, resulting in government crisis and economicdecrease. They also harm people’s normal life and the Socialist Harmonious Society.In such social environment, it has become an important topic for Party andgovernment organs at all levels to study the means of preventing and solving massincidents, to explore the creative methods of social management, and to built aneffective prevention system.This paper has six chapters. The first chapter raises the paper background andthe researching significance. It also explains in brief the paper structure andresearching techniques. The second chapter includes the definition, features and effects of mass incidents, and also deeply analyze the reasons why mass incidentshappen frequently in China at the present stage. The third chapter compares twotypical mass incidents, analyzing the problems in their solving processes. The fourthchapter deals with the "420Incident" as a reference to the other similar massincidents.in China. Chapter five puts forward the strategies to guard against and tosolve the mass incidents by means of the grass-roots party construction tostrenghthen the Party’s ability of controlling the society.
