The Research Of Urban Community Self-Governance From The Perspective Of Multiple Participation

Community is the cell of city,and it plays a key role in social management.Todevelop urban community self-governance and to improve the service of publicmanagement in community are not only the objective requirements to strengthensocial construction and innovate social management,but also the inevitable trend ofthe process of urban grass-roots democracy and improving the life quality of urbanresidents.After the creation,the development,the function marginalized,and theadjustment of the neighborhood committee,urban community self-governance withmultiple participation is necessary for soical management and communitydevelopment in China.In foreign countries,there are different urban communityself-governance patterns,including the United States, northern Europe, Japan,andSingapore.While there are different patterns such as Shenyang, Shanghai, Jianghan,Tongling in China.The experience indicates that urban community self-governancewith the promotion from the government,should focus on the multiple participationof community members and organizations and resolve the community affairs through discussions and consultations.Xinhua street community in the Changning district of Shanghai is one of themodels of the “Home of Neighborhood Committee Self-governance” inShanghai.The practice of urban community self-governmance is based on multipleparticipation,and through community party organizations, neighborhood committeesand “one association and three organizations”,it broadens the participation incommunity governmance,integrates the community resources and cultivates socialcapital.The community organizations and mass groups including neighborhoodcommittees and “one association and three organizations”play a positive role to helpthe residents acheive self-management, self-education and self-service. Communityself-governance with the multiple participation expanded the grass-roots democracyin Xinhua community,allocated the community resources rationally,and cultivatedthe excellent community culture.However,there are still some problems in thepractice of the community self-governance in Xinhua community,such ascompartmentalized institutional contradictions in the administration,theadministrative tendency in the neighborhood committee,the weak identificationand participation of the community and the weak development of non-governmentalorganisations.In order to encourage the multiple participation and improve the urbancommunities self-governance,it should be payed more attention to some aspects asfollows,transforming the government functions and optimizing the communitygovernance structure,innovating community institutions of self-governance andimproving the operation of the community self-governance,strengthening theconsciousness of community self-governance and creating environment for multipleparticipation,improving public service in the communities and cultivating modernnon-governmental organizations,and providing more support and protectionincluding legal protection,human resources and financial resources.
