In public policy making, citizen participation is citizens’ basic right and basic requirement for improving socialist democratic politics. In recent years, China’s government has attached great importance to citizen participation in public policy making. Civil awareness of participation is strengthened, too. Nevertheless, the actual result of citizen participation in public policy making in China still fails to meet the requirements of China’s democratic system, because there are often cases where in effective citizen participation leads to policies that violate civil rights in implementation.Study on cases or current situation of citizen participation in public policy making in China would help come to the conclusion that the difficulty of effective citizen participation is an important problem that needs to be solved urgently in citizen participation in public policy making. There are, also, the "proxy" is weak in election system, weak principal civil status in hearing system, non-responsiveness mechanism in making government affairs public, asymmetrical information distribution and reception in government affair micro-blog, etc. These factors include:economics factors like biased interest orientation of policy makers and weak civil status in interest game, political factor like lagging political restructuring, political cultural factor such as "bureaucracy nature"thinking, legal factor like lack of citizen participation in law, and social factor such as lack of social and political credit. For this reason, it is necessary to propose macro countermeasures like reform that deepens economic and political system and unifying social ideal and faith, and micro countermeasures like expanding ways for citizen participation, elevating civil status, perfecting election system, championing independent development of social organization, establishing debate institutions that participate in information system and policy making and helping citizens participate in lawmaking. aiming at promoting the benign interaction between citizens and government in policy making, ensuring the effective implementation of public policy, deepening the ordered public participation and developing socialist democratic politics in depth and breadth.
