The Study Of Social Security Policy To Promote The Process Of Urbanization

Accelerating the development process of China’s urbanization, social security policy as a social and economic system of a modern state, and a government action, it is to make up for market imperfections, to promote the harmonious development of society, the protection of citizens’ basic rights and interests of life has played a decisive role. However, the social security policy exist many shortcomings in promoting the development of urbanization process, such as the narrow scope of social security, urban and rural social security policies severely fragmented, and lack of capacity of social security. These factors are all restricting China’s overall social and economic development and urban process. Therefore, in order to ensure the sustainable development of China’s economy, the realization of the goal of urbanization, we must deeply study social security policy of China and western countries and according to China’s actual situation, making the applicable social security policy, and making our citizens enjoy the benefits of this policy ultimately.Improving the urbanization process of China’s social security policy should start from the definition of the concept of urbanization social security policy and farmers of the public. Use the theory of public goods, the dual economic structure theory, the theory of fairness and efficiency, as well as risk-sharing theory as the theoretical guidance to provide a theoretical basis for China’s social security policy in promoting the process of urbanization. When combing the course of development of China’s urban and rural social security policy, we respectively describe status of urban and rural social security policy. We mainly from three aspects including the content of the policy itself, the implementation of the policy process and social security policy implementation of the environment to analyze problems which exist of the process of urbanization in social security policies. The problems mainly include imperfect security legal system, imperfect financing mechanisms and the gap between urban and rural policy coverage and traditional institutional inertia obstacles. Again, based on the experience of the United States, Germany and Brazil in the process of urbanization of social security policy to provide a reference to the social security policy measures proposed to improve the urbanization process in China. Put forward suggestions to improve the process of urbanization in social security policies from improving the content of social security policy, increasing efforts to promote the process of urbanization of social security policy implementation and social security policy implementation of the environment. Improving the content of social security policy includes the development of peasants labor force social security policy and the establishment of family account as the core policy convergence and expanding the coverage of social security policy. Increasing efforts to promote the process of urbanization of social security policy implementation contains increasing revenue and strengthen the management of social security funds. Social security policy implementation of the environment includes strengthening the building of the legal system and elimination of the dependence of the traditional system.
