Housing security is a major livelihood issue that has attracted much attention from the government and society.The investigation of the "two sessions" topics in 2019 shows that people's attention to social security issues ranks first,with housing security among the best.China's economic development in the past four decades has attracted worldwide attention.At the same time,as one of the five major social policies,the reform of the housing system with both economic development and people's livelihood functions has been mixed.The reason is that the housing price-to-income ratio is too high and the housing problem is difficult to solve(such as "snail houses",group rents,etc.),making the government must implement a series of means such as large-scale construction of affordable housing,renovation of shantytowns and monetary(physical)subsidies Hedging.As the capital city of Shaanxi Province,Xi'an 's affordable housing scale research is representative of many new first-tier cities across the country.And in recent years,it has become a new tourism development city,the economy is developing rapidly,and a large number of non-resident.This has doubled the pressure on the lives of the original residents,and the problem of the construction of affordable housing has also become apparent.In 2017,Xi'an established a security system for talents and housing,and began to provide shared housing and public rental housing to eligible people.In addition,Xi'an still has previous social housing waiting groups,migrant workers,and newly hired houses.Employees indicate that the problem of the construction of affordable housing in Xi'an will be resolved in the future.First this article expounds the relevant theories of housing security,sorts out the general situation of urban affordable housing in Xi'an,and discusses and establishes 12 influencing factor indicator systems from three perspectives: government supply side,resident demand side,and commodity housing market.Then,Eviews correlation analysis was used to select 8 effective influencing factors and run the gray correlationmodel to obtain the correlation ranking of various indicators on the size of affordable housing.The analysis found that the main factors affecting affordable housing in Xi'an were financial revenue.,Per capita GDP and commodity house prices,while noting the impact of non-quantitative policy factors on it;finally,the grey-correlated GM(1,1)and BP neural network models are used to predict the significant influencing factors for2019-2023 and the guarantee of Xi'an The amount of housing investment shows that there is a certain relationship between the scale of affordable housing in Xi'an and the stage of economic development.Therefore,Xi'an needs to combine relevant influencing factors and the level of economic development to achieve a moderate scale development based on the city's policy.From the perspective of revitalizing social capital,innovating financing models,giving play to the role of the commercial housing market and strengthening dynamic adjustment of policies,it is necessary to do a good job in supporting system construction Suggest.It is hoped to provide a useful reference for Xi'an to achieve the moderate scale development of affordable housing.
