Since the reform and opening up, with the socialist market economy of furtherdevelopment, the party and the government timely response to the demand of socialdevelopment, reasonable transformation of government functions, proposedconstructing service government policy. A service-oriented government under theguidance of the concept, asks various governments and its staff in different degree ofdevelopment consciousness, improve their efficiency consciousness, justice, the ruleof law consciousness, competitive awareness and consciousness of democraticconsciousness, efficient provide rich variety of public product and the public service.As soon as possible in order to promote the civil servants to adapt to this historicalchange and enrich the personal skills, improve overall quality, it inevitably needsincentive mechanism and organizational culture to the civil servants of the effectiveincentive. Administrative organizational culture and civil servant incentivemechanism could not have any a will to the civil servants incentive function to thelargest, both the coordinated and build is the realization of civil servants to maximizemotivation, guiding function of the premise and optimization.This paper adopts the empirical method, and the overall structure is dividedinto five parts. The first chapter and the second chapter of the documents bycollecting, sorting and refine some administrative organizational culture and incentivemechanism of the theoretical relevance, for further in-depth study to lay thefoundation. In the third chapter and chapter4is a government authorities selected asthe research object, the author puts forward theoretical assumptions, and making thequestionnaire, within the organization of the organizational culture and the incentivemechanism of coordination build investigation and understand the present situation,face problems and causes, and the relevant statistical results of empirical analysis.Survey data analysis really proved in this paper that the theory, namely theorganizational culture and incentive mechanism is both inevitable contact, but, in theadministrative organization, the coordination between the building levels is low, thereis even conflict. On this basis, through the integration of refining, combined with thetheory of literature, and puts forward several factors may: administrative organizationstructure is unreasonable, administrative organization environment is not stable, rulesand regulations, and system construction is not sound and administrative organization standardization degree is not high. The fifth rules in view of the above four aspectsthe question and puts forward the way to build five: strengthen the service tenet,reconstruction of the clear goal to build harmonious; Strengthen their accomplishment,develop the necessary coordination ability to build quality; A sound legal system,establish and improve the coordination build system; Deepening the reform ofinstitutions, coordinate the organizational structure of the building dredge barriers;Shaping leadership, seek to build the diversity of the coordination countermeasures.
