With the high speed development of economic, the full-fledging height ofcomprehensive national power, our country is now witnessing the great transformation.How to meet the increasing culture needs of the mass is a key task to the governmentaiming to people oriented and scientific development. In all, it is the government’scommon sense to hasten to construct public cultural service system.The equalization of public cultural service refers to make the public cultural serviceequal to all by way of building a system of institutional structure during the process ofpublic cultural service, which also is an important part of and the needs of public culturalservice system. The realization of the equal public cultural service has of great importance,such as, to help guide local government’s norm of scientific development, to facilitate thedevelopment of regional and urban-country’s integration, to help build a new socialistcountryside,and to facilitate the harmonious society. The construction of equal publiccultural service must abide by the following principles, like the government’s guide,step-by-step progress, conducting different ways via different objects, and citizen’s willingchoice.At present, the public cultural service suffers severe un-equalization, which showsthe un-equalization of urban and countryside, of the different areas, and of the differentclass. This phenomenon results from many reasons, like, the longtime un-balance ofnational strategy, the un-balance of regional economic development, the imperfection ofpublic budget, the obscure of government function, and the delay of cultural institutions.Owing to the constraint of the above factors, the aim of the equal public culturalservice still has a long time to go. Therefore, it must blaze a down-to-earth road of theequal public cultural service by way of suiting one’s measures to local conditions andgrasping the regular pattern.
