Thanks to the reform and opening up, Chinese economy is growing rapidly, as well as the people’s living standards. The society is transforming from survival to developing mode. People’s cultural requirements are being enhanced continuously and the public cultural service system lays the foundation for it. Therefore, developing this system is a certain claim to satisfy people’s cultural requests and help them to share the fruit of economic and social development, which is also a requirement to improve people’s scientific and cultural quality in order to accelerate the transforming process of Chinese economy and society. The CPC and government attach great importance to the construction of it, putting forwards a series of feasible policies to improve the condition. However, the insufficient overall supply and the unbalance between regions, urban and rural areas and personal distribution have been severely influenced the fairness and justice of the society, which is a great hamper to the goal of everyone enjoys the public cultural service. The theorists are also racking their brains to deal with the unbalance and improve the quality of supply, but the research work turns out to be not systematic and comprehensive enough. This paper will do some tentative work on the equalization of public cultural service in China.The paper first defines the background and significance of the research topic, then it reviews the relevant research from domestic and foreign scholars, figuring out the enlightenments and lessons we can learn from. Then it defines the concepts of the basic public cultural service and its equalization. The paper analyzes the non-equalization between regions, urban and rural areas and personal distribution respectively. As to the equalization between regions, it mainly uses statistics from Statistical Yearbook of Chinese Culture through aspects as financial inputs, cultural infrastructures, human resources and the utilization efficiency to do some quantitative analysis. As to the equalization between urban and rural areas, it illustrates the huge disparity from perspectives of finance, infrastructures, talents and cultural consumptions. As to the equalization between personal distributions, the paper exhibits the current terrible situation of disadvantaged groups to prove the problem laterally. Then it analyzes the restricting factors like economy, financial system, governmental functions and public participation. Ultimately, the paper puts forward corresponding countermeasures from "institutional arrangements" and "specific ways". The former includes implementing the scientific outlook on Development, modifying public financial system, constructing service-oriented government and establishing the integration supply mechanism of urban and rural areas. The latter includes concerning about the disadvantaged groups, fostering cultural talents, encouraging the public participation and making full use of modern digital products.
