Research On Equalization Of Basic Public Cultural Service In West China

2010 is China's implementation of western China development 10th anniversary. During the past ten years, the western region's economy and social development made great achievements. However, our country's unbalanced development problem didn't get fundamental containment, especially in the livelihood on basic public services.In this paper, the author takes western China as object to study the equalization of basic public cultural services in our country. Based on the research on basic public services and basic public cultural services which done by other authors, the author in this paper find that there is few study on basic public cultural services from empirical analysis in academic circles. In this paper, the author takes citizens basic cultural rights as perspective Put forward the concept of basic public cultural service, takes equal coefficient method measures basic public cultural service condition, takes questionnaire to study the overall evaluation on basic public cultural service provide by the government.The study found that basic public cultural service in western China is not equal, the public unsatisfactory the basic public cultural service provide by the government. We need to take a number of measures to promote equalization of basic public cultural service in western China. For instance, we can improve basic public cultural service consciousness, establish equalization standards, perfect fiscal system, innovation basic public cultural service form and improve the institutional mechanisms of evaluation and accountability.
