In China,as a public service department,the government-affiliated institution is a special type of organization.It is a kind of support system to ensure the national politics,social economy,and the residents' cultural life can be carried out in a stable and orderly way.With the continuous improvement of China's market economic system,the service needs of the majority of the people provided to the government-affiliated institutions is growing and improving continuously.Now some rules and regulations cannot fully meet the actual needs of deepening reform,therefore,it is necessary to reform the majority of government-affiliated institutions in China.The State Council has issued the “Guidance on the Promoting the Reform of Government-Affiliated Institutions”.According to the requirements of the guidance,till 2020,the reform of the production and business institutions should be basically completed.At present,China's institutions are facing the biggest problem that there is no human resource planning strategy for their own units,and positioning is not clear,the introduction of talent cannot play its biggest role,employees are not satisfied with the salary,and talent development is relatively backward.These problems directly affect the efficiency of the unit and the rights and interests of workers,as well as the reforming quality of the government-affiliated institutions.In this paper,the author takes Changchun Gold Design Institute as an example,by using literature research,investigation,and the theory of human resource management,analyze the problems and causes in the reform of government-affiliated institutions,and put forward the corresponding suggestions on the reform of government-affiliated institutions at present.As long as the scientific and effective human resources management planning,strategic positioning,effective development and utilization of talent,establish effective incentive mechanism and performance appraisal regulations,improve the staff training system,and strive to solve the major problems of human resource management in our country caused by the process of reform in China,so as to provide effective and mature human resource management model for the reform of institutions in China,which can make the institution work smoothly,and to establish a reasonable and effective human resource management system,and then to achieve the human resources management operation mechanism which is helpful to develop the enthusiasm and innovation of the talents.
