In the early years of the reform and opening up, for boosting local economies,governments of all levels encouraged investment introductions and biased towards protectinginvestors’ interests, but overlooked the protection for employees’ lawful right. As protectionsfor investors’ interests enhancing, but protections for labor’s lawful right decreasing, laborrelationships being increasingly imbalanced, and social income distribution being uneven,labor disputes were getting more and more serious. Entering the social transition period, labordisputes tends to be further intensified. Collective bargaining is an import way to prevent andsolve labor disputes and construct harmonious labor relationships. Thus, a study ongovernment’s position in guiding employees and employers to balance their interests, shrinkthe gap of interests, build harmonious labor relationships so as to avoid social instability inthe game that employees and employers chase their own maximized interests is significanttheoretically and realistically.Adopting the study methods of data studies and comparative study, this essay not onlyanalyzes on positions of employers, labor unions and governments in collective bargainingbut focuses on analyzing the current situation of government’s position, the existing problemsand their solutions. Through comparing and analyzing roles that foreign governments play insome classic collective bargaining cases, the essay proposes opinions about optimizinggovernment’s position in collective bargaining, intervening in collective bargaining accordingto the principles of intervening moderately, supporting the weak, prioritizing public interests,as well as the principle of open and fairness so that the government can play a proper role andpromote the development of harmonious labor relationships.
