The management of the withdrawal of the civil servants is an essential part in the management of the civil servants, because it reflects the vigor, vitality and efficiency of the executive. Comparing to the system of recruiting, communication and training, it seems to be lager in the former reform of the civil servant. The obstacle of the servants' withdrawal has become a bottleneck of the civil servant management. With a further reform of the civil service system, Chinese Communist Party Central Committee issued a file named "establishing a sound system for punishing and preventing corruption in 2008 ~ 2012 Work Plan", which proposed the normal withdrawal of the civil servants. Subsequently the provisions of the civil service examination require that the civil servants will be fired if they are rated unqualified in the two consecutive years. This set the target of establishing the normal withdrawal of the civil servants. So studying on the civil service system, speeding up the construction of the withdrawal of the civil servants in the current stage which is in line with the requirements of the times, is the inevitable choice of the whole process of civil service reform. It is also necessary and useful to make contributions to building a cleaning government as well as reducing the government cost and realizing a construction of a clean and honest administration of the civil servants.The first part of the thesis introduce the background, the purpose, the research idea, the research method and the research status of the withdrawal system of civil servants at home and abroad. The second part introduces the concept withdrawal system of civil servants, introduces the development process of the withdrawal system of civil servants at home and abroad, analyzes the necessary of it. All the above highlights its importance. The third part describes the problem in the withdrawal system of civil servants. The forth part analyzes the internal and external conditions when the withdrawal system of civil servants need to be further improved. The fifth part gives some advice to improve the withdrawal system of civil servants after analyzed the problems, the internal and external strengths and weaknesses and combined with successful experiences at home and abroad. The conclusive part summarizes the main contents of the thesis and put forward to the outlook of the withdrawal system of civil servants.
