Government performance evaluation is a core problem in performance management, and applying the performance evaluation of the functional department of township is an important measure to improve performance. It guides government performance improving, improves government image, boosts up democratic sense, deepens administrative reform and completes the mechanism of rewards and punishments. Nowadays, local governments both home and overseas carry out performance evaluation.This paper tries to establish an analysis framework based on the stakeholder theory and the governance theory, to use various methods to analyze defects of the performance evaluation of township and its improvement.This paper applies analytical method to answer why government should evaluate performance, pointing out that evaluation can lead to good governance. Next, this paper applies induce and comparative analysis to analyze some main experiences in the evaluation in the United States, Korea and Gansu Province, Fuyang City in our country, concluding that foreign experiences(great organizational condition, high status of evaluation, comprehensive evaluation content, effective encouragement) are worth learning. Moreover, this paper applies on-the-spot investigation and the method of conversation to do case analysis of Chumen Township, including its origin, characteristics and deficiencies of the development, providing solid foundation for schemes.Finally, this paper puts forward a scheme of performance evaluation of the functional department of Chumen Township, based on the main experiences both home and overseas and the empirical analysis, including the principles, the models, the subject, the process, the methods, the index system and the result application mechanism of the evaluation. In the scheme, this paper also constructs a index system for the evaluation including4dimensions(public service, individual performance, internal management process, learning and growth) and21first grade indexes, referring to the Balanced Scorecard, using FAHP model to enable the weight of indicators.
