The Study Of The Public Service Efficiency Of The Local Administration Service Center

The Administrative service efficiency is the embodiment of government capacity and a comprehensive index for the evaluation of government’s wor k.The Local administrative service center is a new product in the process of administrative examination and approval system reform. The fundamental pu rpose of the establishment of the local administrative service center is to ex plore an more effective way to solve the problem in the traditional mode of administrative examination and approval,to promote the level of the opennes s in administrative affairs,to improve the efficiency of our government.After Jinhua City in Zhejiang Province, which is the first city in China to set up a Local administrative service hall in1999, the administrative service centers across China appeared more and more and became very popular.This innov ation of administrative service gets much welcome from citizens who kindly called it’the supermarket of administrative services.’However,as the develop ment of other new things,the administrative service center is also not very p erfect.There is also some deficiencies in the administrative service center,suc h asthe problem of duplication of functions,the multiple management,the lack of collaboration and so on.In this paper,I chose the method of individual analysis,using empirical r esearch methods, to investigate the administrative service efficiency of a cou nty-level city in Jiangxi province from both theoretical and practical angles a nd suggest the improvement measures of administrative service efficiency fro m the citizen participation perspective.The citizen participation is a very imp ortant channel to realize the scientific,democratization,legalization of public p olicy.The research of countermeasure introduces the main research results and the latest developments of research in the improvement of the administrativ e service efficiency in our courtry and summarizes the status and the trend of development of domestic research including the research of the mechanis m of internal and external supervision for administrative service efficiency a nd the participation of citizens in the administrative process.After that,this art icle analyses the operational status of administrative service center in R city and then makes the analysis more widely and deeper in which this paper s tudy the innovation and achievements and obstacles of local goverment in th e administrative service efficiency.Aiming at the obstacles,this article classifie s the problems and seeks the establishment of administrative service efficienc y from three aspects:the working mechanism,the assessment mechanism and t he accountability.Finally,the paper gives the suggestions to improve the admi nistrative service efficiency.
