On The Perfection Of The Minimum Living Standard Security System In Southern Jiangsu Area

The Minimum Living Standard Security System is a social assistance system thatis now universally practiced in most market economy countries in the world to protectpeople’s fundamental right to subsistence. As the foundation of the entire socialsecurity system, it has such a special meaning and value that cannot be compared orsubstituted with by any other social security system. Since the Minimum LivingStandard Security System was first established in Shanghai in1993, China hasobtained great achievements in improving the urban and rural minimum livingstandard security systems with almost20years of exploration and construction.However, deficiencies still exist in this system. To obtain a more sustainable andeffective development, we must deepen the reform. Due to China’s vast territory andobvious regional differences, the reform can not be completed in one step. It has tobe gradually implemented region by region and stage by stage. In this paper, Iresearched on the reform of the Minimum Living Standard Security System inSouthern Jiangsu of China and proposed some advices and suggestions on theperfection of the system in this area by studying on the regional features and characteristics and referring to developed countries’ successful experiences ofreforming their social assistance systems.This paper is comprised of the introduction and five chapters:The introduction describes the background and significance of this topic;summarizes the researches on the minimum living standard security system done byboth domestic and international academics and their viewpoints, which are thetheoretical basis and support of the body; and briefly states the ideas, researchapproaches and innovations of this paper.The main body of this paper is divided into five parts: Chapter1introduces theconcept of the minimum living standard security system, including the definition, thetheoretical basis and the basic characteristics; Chapter2first describes thedevelopment of the minimum living standard security system at home and abroadwith emphasis on the establishment and perfection of this system in some developedcountries and their modern ideas and methods. It then presents the development ofChina’s urban and rural minimum living standard security system; Chapter3analyzesthe problems existing in the system. Based on comparative and empirical analysis, itpoints out the inadequacies of the current system in the aspect of system design andimplementation. Chapter4depicts the exploration in the process of construction ofthe minimum living standard security system in Xishan District of Wuxi, arepresentative of southern Jiangsu. It focuses on three aspects: deep poverty reliefsystem, multiple rescue complex and government’s purchase of social work services;Chapter5proposes the solutions of improving the minimum living standard securitysystem through combining successful experiences of developed areas and regionalcharacteristics in southern Jiangsu.
