A Research On The Pattern Of Public Nursing Institution For The Aged Operated By Private Sector

With the increasing level of aging population and the weakening function of familysupporting for the old, more and more elderly people tend to choose nursing institution, whichmakes the institutions for old age occupy important position in the system of elderly care service.The traditional operation patterns of nursing institution for the aged include public institutionoperated by public sector and private institution operated by private sector, these two patternsseparated government and market mechanisms, which leads to the supply and demand ofinstitution for the aged services are misplaced and the demand of institution for the aged can notbe satisfied. In the context of socialization of social welfare, operation patterns of nursinginstitution have been innovated to public institution operated by private sector and privateinstitution subsidized by public sector, which integrate government and market mechanisms, inorder to improve the dilemma of institution for the aged services system. Empirically, this studytakes H apartment for the aged as a case, analyses the characters of government and market in thepattern of public institution operated by private sector, and how the two subjects interacted. Thisstudy evaluates the effect of the pattern of public institution operated by private sector bygovernment’s supervision, economic benefit, quality of services and relation among interestsubjects. The conclusion is the practice of H apartment for the aged is successful, reflected infinancial situation is improved and the aged hold high degree of satisfaction for services.Theoretically, this study reviews public goods supply theory, welfare pluralism theory andsocialization of social welfare theory, comprehends and analyzes public institution operated byprivate pattern in theoretic, and discusses the contradictions of public institution operated byprivate pattern. The conclusions are:(1) Public institution operated by private pattern should keepthe welfare character, giving priority to vulnerable old people and then ordinary old people,providing free and compensatory services, and prevent institution from becoming a upscale andservicing high income old people institution.(2) When government should pay attention to keepinstitution’s welfare character during supervision, and establish choosing mechanism givingpriority to vulnerable old people, intervene into service charge and insure the price in a reasonablerange, supervise the quality of services fit old people’s needs.(3) Establish open and transparent,scientific and reasonable, maneuverable mechanism for operating subject admittance and exit.
