The Information Fairness Of Online Enquiries About Governmental Administration In China

This research focus on information fairness of online enquiries aboutgovernmental administration which is a new method for public administration inChina.From sociological and political perspective, author analyzes issues aboutinformation fairness and provides solutions for these problems.Citizens are importantsubjects in online enquiries about governmental administration process. Due todifferences background in political, economic, cultural and educational aspects,citizens’ ability to access information resources are negatively influenced by digitaldivide (accessibility to information resources and information equipment),information monopoly and information discrimination.Government is the mainpractioner of governmental administration. Some problems emerge in process ofgovernment information spreading, such as limitation of Network Literacy andinsufficient enthusiasm. Due to immature construction of Chinese political system, theefficiency of the online enquiries about governmental administration is very low. Asthe most important platform and the main media in online enquiries aboutgovernmental administration, Internet has an incomparable advantage. But somedefects need further consideration. These defects can result in informationdistortion,misunderstandings and social unrest.Government and citizens could solvethese issues in following aspects.In one aspect, government should eliminate theadverse effects of the "digital divide, information monopoly and informationdiscrimination "initiatively. From the other side,citizens should edge skills in usingnetwork and government should guarantee public’s democratic political rights arefairly implemented to speed up the construction of Chinese socialist democraticpolitics.
