The Study On Local Governments’ Capacity In China’s Regional Marine Management

In recent years, as a kind of inter-area Marine management mode which based onthe ecological system, the regional marine management has gradually come intopeople’s research view and has gotten more and more extensive attention. In theimplementation process of regional marine management, compared with centralgovernment, local governments should paly a central role for its direct exposure toregional marine affairs and its familiarity to the actual situation. In order to realize theeffective comprehensive management, local governments, as the governing body, itsown ability directly related to the practical effect of regional marine management. Atpresent, with the current marine affairs becoming more and more complicated, theocean environmental condition becoming deteriorated and various marine problemsbecoming serious. In order to meet the growing multifarious more effectively, localgovernments are requested to strengthen and improve their ability which should base onthe actual conditions. On the basis of analyzing the problems of local governmentsability in regional marine management, this paper proposes the elements of localgovernment’s capacity and puts forward some suggestions on strengthening localgovernment’s ability construction in regional marine management. The whole article isdivided into four parts.Firstly, starting from the origin, concepts and characteristics of regional marinemanagement, this paper makes some concept definitions for local governments’capacity in regional marine management. Then it puts forward the necessity ofstrengthening the local governments’ ability.Secondly, on the basis of summarizing the factors of traditional government ability,it puts forward the elements of local governments’ capacity in regional marinemanagement which combines the particularity of the local government in regionalmarine management. It mainly includes five aspects, named the local government’smarine coordination capability, marine resources conformity ability, marine policy ability, marine crisis management ability, and marine talent management ability;Thirdly, it mainly analyzes the problems and reasons of local governments’capacity in regional marine management. It mainly elaborates from three aspects whichare the low effectiveness degree of local government ability, the unbalance of localgovernments’ development capability and the lacking of a perfect regional marinemanagement ability system. This part deeply digs the internal reasons for theseproblems which mainly lie in the traditional achievement bound, lack of coordinationmechanism, functional performance does not fully, and benefit goal conflict.Finally, this part mainly analyzes the problems and reasons of local governments’capacity in regional marine management. It proposes the measures to improve localgovernments’ capacity in regional marine management from five aspects, namelystrengthening the construction of the government of learning type, change the localgovernment function, constructing the local government ability system andstrengthening regional legislative and coordination system security.
