Accompanied by the promotion of industrialization and urbanization in our modern society, significant emergencies occur quite common and more frequently because of the great accumulation of population and wealth. And the impact of these has grown remarkably. Under these circumstances, all the countries take emergency management as their major function to improve the capabilities to handle emergencies. Sichuan province triumphed over the Freezing and Snow Disaster in2008、the "5.12" Wenchuan Earthquake Disaster and effectively coped with public health emergencies——like H1N1——under the leadership of the Central Committee and the State Council. Invaluable experience has been accumulated and the development of emergency management in Sichuan has been promoted during the work of handling emergencies. However, at the same time, there are still many inadequacies.From these experiences and shortcomings, this paper makes an exploration on how to strengthen the capability of emergency management of Sichuan governme nts at all levels. This paper consists of four parts:part1is the introduction. It introd uces the subject, research significance of the subject, summary of related research, key problems of the subject and methods to solve; Part2preliminarily describes th e relevant theories and concepts of the capability of emergency management to dis tinguish these basic concepts; Part3analyzes present situation and existing proble ms of the capability of emergency management of local governments——taking Si chuan for instance;Part4sets about from both generality and individuality to disc uss how to strengthen and improve the capability of emergency management of Si chuan governments at all levels.
