Study On The Development Of Community Service In Qingdao

A community is a main populated area for daily life of residents, and is a cell anda unit for social management. Community public service is important for satisfyingliving needs of the residents, realizing social welfare, creating more jobs, perfectingcommunity management and promoting community construction. Researches on thecommunity public service were started rather early in foreign countries. Theresearches provide much valuable reference for us. Regardless of a British communitypublic service mode represented by community care or a market-active communitypublic service represented by Japanese nursing-care insurance or even a socialorganization-dominated community public service mode popular in recent years, thecommunity public service in each country and each city has different characteristics,but it is rooted in local conditions and plays an important role in constructing andmanaging the community.After years of development, the community construction of Qingdao hasascended to the first-class level nationwide. But the same as other cities, Qingdaoencounters a series of unavoidable deep-stated problems in the deepened developmentof the community public service. This paper regards the urban community publicservice as a research object, evaluates and analyzes the progress of the communitypublic service development in China and practical experience in domestic and foreigncities, and analyzes the problems existing in the development process of thecommunity public service of Qingdao to provide a new choice for deepening andinnovating the community public service of Qingdao. And the research result isexpected to provide useful reference for the community public service development ofQingdao and even other countrywide cities.In accordance with requirements and challenges of the time, this paper takes thedevelopment practice of the community public service of Qingdao in recent years asan example, and adopts documentary analysis, comparative analysis and social surveyinvestigation to research from various views such as sociology, politics, jurisprudenceand public management. The paper firstly stands on the theoretical frontier to clearlydefine various related concepts and theories, analyzes main community public serviceexperience in the domestic and foreign cities with emphasis, and incorporates withactual development status of Qingdao to choose a development way suitable forQingdao by comparison of various aspects such as supply and management, andprovides a feasible strategy advice for the improvement of the community publicservice of Qingdao.
