A Research On Dilemma Of Country New Community Public Service&Countermeasures

Over time, it is very difficult to break urban-rural dual system in economic and social development in China, such as country education, sanitation culture and other social undertakings lags behind, a serious shortage of public service. How can we perfectly change public service products among the lack of phenomenon in country? How can we speed up to realize the equalization of city and country’s basic public service? These both problems has become big problems that are needed to focus on thinking and solve while we are doing the process of new rural construction. The construction of country new community in Ruian supply a platform for urban public service extending to the countryside for a long time it breaks the development mode of urban priority from the concept of development performing a general strategy of equal attention to urban and rural development, industry regurgitation feeding agriculture, it also provide a good chance to the rural community construction. However, from the new rural community construction current situation, here is still a big shortage in community public service, and there is nothing changed the problem of shortage rural public service because of the foundation of community. The rural public facility construction compulsory education, public sanitation, culture physical education and social security and etc. are still far behind with the city, the phenomenon of the short supply of the public service, fewer input and the inequality of public service between urban and rural is still obvious. There is a curtain distance from the rural residents’ demands. In this paper, it is based on the four communities in Ruian as a research object. The writer are going to give a deep analysis the situation of the rural new community public service in Ruian in theory, governance theory demand theory and change within a framework of the new public service theory, summarized the plight of community public service and the causes of these difficulties, reference different rural new community construction on experience and enlightenment as well, in this way, the writer will further improve the Ruian rural new countermeasures and suggestions of community public service.
