Ho Chi Minh City is Vietnam’s largest city, but also the economic center of Vietnam. With the rapid socio-economic development in Ho Chi Minh City, Ho Chi Minh City administration proposed new requirements. Improving the Ho Chi Minh City government agencies and activities in order to meet the various areas of the urban social and economic development needs as well as national management requirements is a pressing problem. If unable to reform and perfect, will result in some work, the problem is not the management of any national institutions, on the contrary, there will be some other issues, the field of the many agencies involved in the management of the phenomenon. No obvious distribution functions, duplication of tasks, permissions, perform tasks, making effective management capabilities to reduce negative phenomenon, leading the people to the leadership of the Communist Party, the management of the country’s loss of confidence.The start basic process and lessons learned from the analysis of the reform of local government agencies, clearly and systematically explained the goal of the reform of local government agencies in Vietnam in the new century (especially in Ho Chi Minh City) to establish and improve the local public government agencies. To achieve this goal, the need to focus on to solve the following problems:to continue to reform the highly centralized management system, establish and improve the local government and urban decentralization; improve the socialist market economic system and building a moderately prosperous society in the process, scientific orientation local government functions.
