As a performer who excises state administrative authorities and manages state affairs,the public servants have played a significant role in decision-makings,coordination and dominance of the administrative management operations.Thus the working attitude and efficiency have closely related to the operation quality and management level of the government offices as well as the social development.After the introduction and implementation of Cadres and Civil Servants Act,more and more importance are attached to the training for public servants.The training for public servants in all types,level and size spread all around the China gradually.Though some achievements are generated,due to the late foundation of the Vietnamese public servants training program,it carries out slowly,especially the weakness revealed at the public servants' training effectiveness evaluation which is the core of the public servant's training programs.The thesis mainly concerns about the issues existing in the public servants' effectiveness evaluation of HoChiMinh City,Vietnam.On the basis of analyzing the current situation of Hochiminh's public servant training effectiveness evaluation,existing issues found are: the undesirable evaluation methods for public training effectiveness,the faultage of training effectiveness evaluations,the disposition of main bodies of training effectiveness evaluations,the dysfunction of the feedback of training effectiveness evaluation,the inadequate of laws and regulations for training effectiveness evaluations and the deficiencies of the complement management system for training effectiveness evaluations.We can refer to mature experiences of abroad public servant training effectiveness evaluation,figuring out the main bodies and appropriate approaches for training effectiveness evaluation so as to improve measures and suggestions such as the feedback of it.
