Research On The Public Satisfaction Evaluation Of Building Of An Incorruptible County Government

With the new public management movement of western countries, a new round ofgovernment changes gradually sweeping the globe. In the wave of governance reform, publicsatisfaction evaluation activities of government services were ascendant because of itsimportance and operability characteristics. Clean government is an important part ofgovernance. Clean government contribution of our government has remarkable contingent,but there were still many deficiencies. This paper attempts to conduct a public satisfactionsurvey on county government’s clean contribution. Using theoretical deduction, index build,questionnaire survey, empirical analysis and policy recommendations to build a morescientific and reasonable public satisfaction evaluation index system of county government ‘sclean contribution, helping government’s clean contribution, improving government publicsatisfaction, and promoting public governance.Based the new public management theory, performance management theory, customersatisfaction management theory, theory of governance and clean government, this paper usingthesis, literature, research, quantitative analysis and other methods to analysis realistic basis ofpublic satisfaction of the clean county government, realistic choice of county government, thenecessary measure of pursuit clean government, the objective needs of promoting cleangovernment. Following principles such as public-oriented, operability, availability,controllability, dynamics and other guiding principles, using expert interviews, AHP andprincipal component analysis, constructed a set public satisfaction evaluation index systemcontaining three levels,33specific indicators of clean county government from theanti-corruption education, Independent supervision, honest encouragement, honest punish fourdimensions. Doing a survey on A County government in Hunan Province, testing the scienceof evaluation index system, mastering the lower status of public satisfaction of A countygovernment, and find improvements preference (PFIs) of public satisfaction of A county inHunan province: warning and demerit, encouraging integrity of civil servants, dismissal andexpulsion; putting forward public satisfaction measures such as carrying out effective publicsatisfaction survey, vigorously promoting the clean county government, and improving theimage of the county government.Innovations of this paper are:1, the initial construction of a clean government countygovernment more scientific evaluation index system of public satisfaction;2, A county inHunan Province and clean government public satisfaction survey conducted empiricalresearch to achieve the county government and clean government public satisfaction surveyfrom a technical, methodological aspects to enhance the level of countermeasures.
