Study On The Support From The Government For The Development Of Service Outsourcing Industry In Foshan City

After joining WTO (World Trade Organization) in2001, China has speed up its integration into the global economic system, bringing rapid growth of the foreign trade export, China has gradually grown up to be the"world factory". However, due to the rising labor costs, high energy prices, shortage of land supply, environmental damage and serious pollution, the resources and environment constrains China’s economic growth and opening up to the outside. As an famous manufacturing city with strong industrial fundation, Foshan City, in the process of economic and social development, is also facing the same problem, which requires relevant government departments to take innovative methods to support the development of strategic emerging industries as a new economic growth point, thus breaking through the bottleneck of development.Along with the innovation of science and technology and the increasingly integrated global economy, service outsourcing industry, as an emerging industry business mode, is becoming the world transformation of economic structure and an important way of promoting industrial level. Since2006, China’s service outsourcing industry has rapidly developed under the support of the relevant state ministries and commissions and local governments at all levels. But due to its weak foundation, the service outsourcing industry in Foshan City started relatively late, on a smaller scale. To strengthen the research of government support for service outsourcing industry and to formulate specific counter-measures is of great significance to the industry transformation and upgrading of Foshan City as well as to the building of Foshan as a happy city.This paper will research and analyze the support from Foshan Government for service outsourcing industry. On the basis of analysis of the status, problems and environment of the development of service outsourcing industry at Foshan City, this paper systematically discusses the effectiveness of the supports from Foshan Government to the industry, as well as analyzes the difficulties, defects and their causes met by the supports from Foshan Government at a deep level. Learning from the experience of the domestic government’s support for developing service outsourcing industry, the paper suggests the optimized measures to the support from Foshan Government for the development of service outsourcing industry from management system, financial support, tax privileges, talent training and supporting infrastructure to help this industry to develop faster and stronger in Foshan City. The author is trying to make this paper has an important reference significance and reference value to governments of other cities to support the local development of service outsourcing industry.
