Government purchasing public services originated in Western countries,so far there have been relatively mature experience and practices.The innovation of our government's public service outsourcing in the 1990 s has become the main way of our government's public service supply.Under the circumstances of transforming government functions and innovating government service reform,local governments have gradually adopted service outsourcing to provide government hotline services to the outside world.However,in the process of actual work,problems such as the quality of outsourcing services is not as good as ideal are exposed.How to ensure that the professionalism and initiative of the project undertakers are not interfered excessively,and that the government's development strategy and work measures can be implemented has become an urgent issue for local governments to consider in carrying out government hotline service outsourcing.Taking the situation of government hotline service outsourcing in Foshan as an example,this paper uses the methods of literature research and case study to analyze the existing problems and their causes of government hotline service outsourcing,and puts forward that the government should change its function concept,evaluate its performance indicators,improve its supervision system,and further enhance the government hotline with the help of social forces and public participation in management.Service outsourcing service effect.This paper is mainly divided into five parts.The first part is the introduction.It introduces the background of this paper,the development process of government hotline service,and the significance of the research,research ideas and innovations.It focuses on the systematic research on the literature related to government hotline service outsourcing at home and abroad.The second part introduces in detail the system,purchase and contract agreement of the government hotline service outsourcing project in Foshan area,and makes an in-depth analysis of its operation effect and problems in connection with the deployment requirements of the State Council for the government hotline service reform.The third part combines the knowledge of public management with the actual situation of work,from the perspective of the nature of thebehavior of the contractors of outsourcing projects,government functions and so on,to analyze the reasons for the current problems of the government hotline service outsourcing projects in Foshan area.The fourth part summarizes the experiences and practices of government hotline service outsourcing in other regions,and puts forward suggestions on improving the effect of government hotline service outsourcing.The last part is mainly about the conclusion,research deficiencies and research prospects of this paper.To improve the service effect of government hotline service outsourcing,we need to explore actively.We can constantly improve the service effect of government hotline service outsourcing from multiple perspectives.This paper,taking the situation of government hotline service outsourcing in Foshan as an example,explores the problems that local governments may face in the development of government hotline service outsourcing,and provides some theoretical basis and experience for local governments to upgrade and improve the work of government hotline service outsourcing in the future.
