With the introduction of market economy, the economic field gradually infiltratedinto every aspect of people’s lives, people’s thinking has bean changed a lot. Theeconomic development has brought great wealth for the society, and also brought someproblems. With the rapid economic expansion, the natural economy began to disintegrate;the Chinese traditional legal system has been unable to satisfy the needs of socialdevelopment. The concept of the money worship began to erode the people thought. Inorder to make more interests, people begin to choose from economic principles instead ofthe justice and the emotional principles.In fact, the corruption is a kind of social anomie behavior, is the result which iscalculated precisely and weighed repeatedly by the people, is also the performance ofeconomic principles invaded the social and political fields.To prevent and punish corruption, the law and discipline as a specification regulatespeople’s behavior in their respective fields. Because the law’s pertinence is not strongenough, and the discipline is lack of mandatory and the strength of the punishment,converting discipline into law and connecting these two kinds of system is the route whichwe must take to combat corruption.However, lawmakers can not freely convert the discipline to legal norms; thisconversion requires certain conditions and procedures of law. This paper attempts toprovide a theoretical explanation for the conversion of the discipline to law system,bystudying the party discipline and the legal system, understanding the characteristics,similarities and differences of these two types of institutions.
