The construction of civil servant’s capacity in minority regions can be regarded asa new and long-term problem. Besides, there is a more is a more profound problem of acapacity to deal with emergence. It plays an important role in ensuring the minorityregions’ peace and stability, speeding up the development of the society and economy aswell as building a harmonious society together. As the development of the world’sintegration, the whole world has faced a peak period of the crisis. So China, as amulti-ethnic country, is critical to deal with the problem of ethnic crisis, for itsimportance on the development of minority. In the period of comprehensiveconstruction of harmonious socialism, incidents in minority regions increased graduallydue to the various impacts of factors such as nation and religion, economy, culture,language and so on. And the first step to solve these crises is with a view to the nationalbasic-level government’s civil servants, whose capacity is directly related to the stabledevelopment of national regions.At first, this paper put forward the significance of the basic-level government crisismanagement competence in minority regions, and summarizes the domestic and foreignresearch status about this problem. Then, it overviews the competence of the basic-levelgovernment civil servants to deal with emergencies, and explains the connotation ofpublic emergencies according to the definition classification and features. Besides,through the competence assessment for the basic-level government civil servants to dealwith emergencies and the capability evaluation on basic-level government civil servantsin minority regions, it makes detailed analysis, including the elements, main problemsand reasons of the competence of basic-level government civil servants to deal withemergencies. At last, it discusses the path of improving the competence construction onthe basic-level government civil servants to deal with emergencies in minority regions.In the process of dealing with all kinds of emergencies, civil servants play the key role,especially for the major persons in charge of the departments and agencies. In order todeal with emergencies effectively, it’s very important to get support from the basic-levelgovernment and guarantee the quality of civil servants. At present, our country is in thecrucial stage of economic transition, social transformation and concentrated outbreak ofcontradictions. It’s also a dangerous period of public crisis events. In the process of our comprehensive construction of well-off society and harmonious socialist society, it’snecessary to analyze and research scientifically the deep-seated reasons andcontradictions of emergencies, as well as the innovative methods and measures in orderto realize the national unity and social harmony as well as stability in our country.
