Land, minerals as the scarce public goods, the interests of all parties are involved intheir development and utilization. Department of land and resources as an importantgovernment departments to manage it, has always been the focus of attention. Withpopulation growth and the urbanization process accelerating, the value of the land hasrepeatedly growth. The power of the land department officials is too excessive and thesupervision is poor, so the corruption cases occur consequently. The Secretary ofHomeland ranks in the first of10high-risk jobs. Putting independence risk managementof the System of Land and Resource is without delay.After full view of the relevant literature, the paper use risk management theory tostudy the independent risk management of the System of Land and Resource. The maincontents include: first, via Fault Tree Analysis find five independent risk areas and15independent risk points of the System of Land and Resource, then test the results withcorruption cases; second, via Analytic Hierarchy Process evaluate the15independent riskpoints, the evaluation results show that the risk of tender, auction, listing, the risk of grantpremium and the risk of approval of mining rights effects the most. Finally, summary andanalysis the status of independent risk control of the System of Land and Resource, andmake appropriate recommendations on this basis.The innovation of this paper is using risk management theory into clean governmentbuilding of the System of Land and Resource. Research horizons are expanded. Theintegrated use of the scientific method on the basis of theoretical research to find out theindependent risk point of the System of Land and Resource, and the use of quantitativeresearch methods to evaluate, make up for the shortcomings of the previous studies mainlyrely on qualitative analysis. The significance of this study is to provide new way forcorruption prevention. To build a complete system of independence risk management ofthe system of land and resource makes corruption prevention efforts more targeted andoperability and assessment easier.
