Research On The The Integration Of Urban-rural Minimum Living Standaed Security System In Guangdong Province

According to the Document No.1of the Central Government in2013, makingintegration of urban-rural areas as the central requirement of the “Three Rural Issues”relating to the income of farmers, agricultural growth and rural stability, as well aspromoting coordinated development of urban-rural social undertakings has becomethe focal point of the government’s future work. As the pilot in the cause of reform,Guangdong Province has been actively promoting urban-rural social security systemto adapt to the socio-economic development. This paper holds that GuangdongProvince plays a key role in accelerating the construction of integration of urban-ruralsocial security system while there are also necessities for balancing dual socialsecurity system, realizing the basic public service equalization, building a harmonioussociety and “Happy Guangdong” and promoting all-round development of economy.At the same time, Guangdong possesses considerable advantages, abundant practicalexperience, high levels of GDP and multiple policy guarantees. Its administrativesystem reform of “Going ahead of the rest” will be the motivation of the integrationconstruction. However, judging from the current development status, thoughpreliminary achievements have been made, there are still problems existing. They arelacking of comprehensive planning for system targets, low level of degree ofrefinement in law&policy, significant gaps between urban and rural areas in socialassistance，financial shortage, uneven levels in manpower and urban-rural workingmechanism in maturity, large vulnerabilities in supervising system.After collecting and understanding related data about the urban-rural socialsecurity system, meanwhile taking the Guangdong Province’s actual situation intoconsideration, the author made some specific policy recommendations. First, systemplanning for the target system, which is mainly divided into three goals. Stage one isthe short-term goal, giving priority to ensuring all eligible poor urban-rural residentsto have their essential needs met; stage two is the median-term goal, giving priority torealize the subsistence allowance investment in financial to the municipal level; stage three is the long-term goal, which is the completely realization of the integration ofurban-rural social security system. Second is the countermeasure of “Five-in-one”,they are integration of law&policy, integration of urban-rural social security standard,integration of the social security funds, integration of the management system,integration of the concept of social assistance. To promote the formation of integratingthe urban-rural social security system, there are specific five aspects that can beworked on: continuous improvement of the construction of law®ulation system,gradually unifying the standard of the social security system, constructing the supplymechanism of social security system, integrating the resource of urban-rural socialsecurity management system and intensifying the fair idea of social securitymanagement system and intensifying the fair idea of social assistance.
