The Study Of Our County Party Secretary’s Oversight Issues Of The Transition Period

In the transition period, facing a complicated international and domestic situation,China is facing many opportunities, but also faces many challenges. During thisperiod, we expand the policy at all levels of the administrative level."Countygovernance, world security", the county in the structure of China’s regime isimportant nexus of communication status, plays an important role in the developmentof the transition period. Making correct and effective implementation of policies inthe transition period, strong leadership is essential. As a county party and government"in charge", county party secretary in the process of political, economic and socialdevelopment of the entire county management bears a major responsibility. How thequality of the county party secretary directly related to the cohesion and combateffectiveness of the leadership team as a whole, a county leadership team governingstandards and governance effect, the face of the party’s image and the contingent ofcadres and related the final decision of a county’s overall development. Meanwhile,the increasing number of the case in real life of investigating with the county partysecretary, it determines the necessity and importance to strengthen and perfect thesupervision mechanism of the county party secretary.In this paper, the transition period for the research background, the wholefull-text is divided into four parts. Through a combination of theory and case, wemake as study of China’s supervision of the county party secretary, the causes andhow to improve the supervision mechanism. The first part is the introduction part,mainly introduced the background and significance of the study of the supervision ofthe county party secretary. At the same time, reviewed the domestic research powersof supervision, the county party secretary supervised of the relevant researchliterature and single introduces the research method.The second part of the article, inorder to limiting scope of this study, we defined several key concepts in the article.Through the interpretation of the theory, we determined the theoretical basis of thisstudy. Finally, the author clarified the significance to strengthen the supervision of thecounty party secretary in the transition period, including the strengthening of thesupervision of the county party secretary is requirements of tightening partydiscipline, help to improve the combat effectiveness of the Party, Help to improve theparty’s ability to govern, and so on. The third part of the article,it analysis thesupervisory status quo of the county party secretary of transition period. First of all, it makes sure of our achievements in the theory and practice in the supervision of thecounty party secretary; Second, analysis the phenomenon of a mere formality of thesupervision and the supervision of the county party secretary, the alienation of powertends to corrupt oversight failure.
