Administrative accountability system in China has its inherent characteristic, which is manifested as concentrated accountabilities raised when important issues happened, also known as’accountability storm’.’SARS’event was the start of such ’accountability storm’in China, followed by various types of administrative ’accountability storms’which getting more serious in recent years. It is seen that government always responds fast and act immediately upon social issues get publicized, and it is obvious that the achievement has been made as responsible personnel were brought to lawsuit. However, the frequency of such similar or new social problems has not been decreased. In contrast, problems on public safety have a trend of increment, especially for the food safety area.’Sudan Red’,’Gutter oil’,’Toxic milk powder’ and ’Clenbuterol’ are emerging one after another. Although governmental’accountability storm’ eventually punished the responsible and destroyed all problematic products, the damage to public safety can not be eliminated in a short time. Short-term ’accountability storm’ does make essential contribution to maintain positive public relations and public images for governmen, but this is far from enough. There are an increasing number of scholars who begin to concentrate on establishing governmental administrative accountability system. All of the research results from both theoretical and practical basis provide important reference of great value to complete this system. It is noted the administrative accountability in China still has long distance to reach its level of institutionalization, normalization and effectiveness. China is now at an especially critical stage of economic transition and political reform, therefore, the stabilization and harmony of the whole society are the key factors. Food is the paramount necessity of the people, and food safety is always the foundation of social stabilization. In the modern international society, government takes the major responsibility for food safety. How to develop a safe food manufacturing and supply chain is a valuable subject. Meanwhile, how to improve the governmental administrative accountability system for food safety is the principal problem.This article discusses the status and problem that exist in administrative accountability system of food monitoring, analyzing deficiencies and causes of problem. Furthermore, by referring some overseas classical models, proposing suggestions from several aspects, which include’the development of legal system’’the education of official’s sense of responsibility’and’enforcement of accountability system involving different social strata.’This article consists of five parts:the first part is introduction on background, objective, research method, research ideas of this article as well as the review of scholars both at home and abroad. The second part is to define some relevant key theories and guide theories, including the conceptual analysis of food safety monitoring and administrative accountability system. In addition, public good concepts, market failure, sovereignty of people and public choice theories. The third part states the problems existing in both establishing and exercising food safety administrative accountability system, and gives the preliminary analysis of the cause of problems. The forth part expresses the implication of introducing American and Canadian food safety monitoring system for our system. The last part is what we have mentioned in previous paragraphs, which is the establishment and exercise of food safety administrative accountability system as well as suggestions based on the foundation of abroad references.
