The Research Of Administrative Accountability Of China’s Food Safety Supervision

As the saying goes, hunger breeds discontentment,food safety first. Food securityis the basis of the people live in peace and the stability in our society. Since the reformand opening up, China’s market economy has made a rapid development, people’sliving standards continue to improve,however, consequently, it is people’ panic onfood safety. In recent years, China’s food safety incidents continue to occur, from theearlier"Sudanhong" events and milk powder incident in Fuyang to “Sanlu milkpowder” incident in recent years, waste oil, fake eggs, Henan clenbuterol events,etc,which enable consumers to lose confidence in China’s food safety, what’s worse,they also undermine the reputation of the entire food industry, simltaneously,theyexpose the serious problems that exist in the current food safety supervision in China.In today’s Chinese society, with the increasingly high degree of legalization,people’s awareness of the rule of law is also constantly enhanced, from food safetyissues,people can rationally judge that it reflect the social problems, economicproblems or political problems, and they also realize that it is imperative to strengthenthe supervision of food safety and Increase administrative accountability to therelevant departments and then establish a responsible government. This article isbased on this background, research the administrative accountability system ofChina’s food safety regulatory field, then explorate the current situation ofadministrative accountability of China’s food safety supervision and pointed out theflaw, and then analyze the causes,finally, put forward some countermeasures whichare used to further improve administrative accountability of China’s food safetysupervision.This article is composed of three parts by the introduction, body and conclusion,more than twenty thousand words, in which the body is divided into four parts, themain content is as follows:The first part is the analysis of the basic problems of food safety regulatoryadministrative accountability system. This part first defines the connotation of theadministrative accountability system of food safety regulation, then analyze theparticularity of China’s food safety regulatory administrative accountability system,and then point out the important role of China’s food safety regulatory administrativeaccountability system, at last, China’s food safety regulatory administrative accountability system’s object, scope and procedures were analyzed and summarized,lay the theoretical foundation for in-depth analysis of the system.The second part mainly analyzes the current situation of the system.The partanalyze the current situation of administrative accountability system of China’s foodsafety supervision from two aspects:institutional system and system running, andundertake empirical research through specific cases,and then reflect the relevantpoint of view.The third part is the analysis of the defeciencies in the system and causes.Basedon the foregoing analysis and research,point out the defects of administrativeaccountability system of the current food safety supervision,such as,accountabilitysubject is single, accountability object is unclear, accountability procedures areimperfect, accountability norms lag etc,then analyze the causes,such as the lack ofspecific legislation, many target of accountability,and so on.The fourth part is the path to improve food safety regulatory administrativeaccountability thinking. The part to improve food safety regulatory responsibilities aretwo key aspects of the system and the administrative accountability system ofproblems found above, thinking path, and put forward some countermeasures andsuggestions.The fourth part is to put forward some countermeasures to improve the system.According to the previous analysis and research, this part mainly propose thefollowing measures: the development of a unified administrative accountability law,the establishment of the system of supporting China’s food safety regulatoryadministrative accountability system, rationalize the food safety responsibilities of thecentral and local,and so on.
