As everyone knows, the food supervision mode current can not prevent the occurrence of such incidents fundamentally, supervision departments, not be forgetful of one’s duties as such has not shirk the responsibility.Therefore, the healthy, orderly, efficient and transparent food safety supervision administrative accountability mechanisms to ensure food safety of people; at the same time, the establishment of food safety supervision and accountability to promote and facilitate the improvement of food safety supervision system, also can not be underestimated role. Finally, it can form a benign circulation of food safety:strong accountability to promote the implementation of regulatory responsibility, supervision to ensure food safety effectively.And discusses the history and basic theory of knowledge administration asked the responsibility, it has the function of guidance to the transformation of China’s food safety supervision and administration accountability system related theory research and regulatory functions, and purge of the field of food safety in China has more to utility. In this paper, using the research methods of social science literature and case analysis, to our country food safety supervision administrative accountability definition, connotation and institutional arrangements for qualitative analysis, aiming at the problems of food safety supervision in China, taking Henan Shuanghui "Clenbuterol event" as a case example for depth profiling.Conclusion:the center of food safety accidents accountability difficult is the current food safety regulatory system of administrative accountability arrangements are not clear and definite,including unclear definition of accountability subject and object.In addition, asking why the responsibility and accountability of lack of relevant laws and regulations are not perfect,the lack of accountability measures and administrative accountability culture lag. It is the combined effect of these factors,leading to China’s food safety supervision administrative accountability field such a situation:the object of accountability "ask not";accountability consequences punishment "ask and weak" and the people of accountability "ask not" etc.Emerging media exposure and people’s report is the most important force to promote the food safety incident surfaced into the public view, from the side view, reflecting the government supervision departments omission, which also reflects the regulation of food of our country’s administrative account ability main characteristic-passive accountability. Accordingly,through put forward some specific countermeasures and suggestions on how to improve China’s food safety supervision system of administrative accountability,hoping to safeguard food safety for the people.
