The Study Of China’s Food Safety Administrative Accountability

In recent years, food safety problems had repeatedly been seen in sight, on whichcommon people felt upset and scholars expressed their own opinions, government hadimplemented a set of measures to work out the problem. Although the measures hadworked, its effect was limited. The article thought that one of the important reasonsfor resulting in food safety problem was ambiguity of powers and duties as well asgreat power and light responsibility in supervision department. In order to improve thesafety of food, it can not avoid that how to divide the roles of right and liabilities insupervision department, which will be a problem. Administrative accountabilitysystem is exactly a system aiming at dividing the roles of right and liabilities, which isa view to equal rights and responsibilities, its functions is to punish afterwards, aswell as precautions beforehand and supervision in process.The study on administrative accountability of food safety supervision andmanagement of this article had been divided into4chapters. In first chapter, it hasexpounded2basic conceptions of “food safety supervision and management” and“administrative accountability”, as well as contrasting with concept definition of otherscholars and having defined its definition in this article. At the same time, accordingto different accountability subject, it has described separately ways of accounting ofthese accountability subjects. In second chapter, from2point of view, it has explainedsignificance and necessity of administrative accountability of food safety supervisionand management. One is from the realistic point view, food safety supervision andmanagement itself has some problems, which will need administrative accountabilityto overcome the problems. The other is from theoretical point of view, by means ofentrusting executive power, dual identity of administrative subject, dependency ofrights and liabilities as well as its opposite, it has explained significance and necessityof administrative accountability of food safety supervision and management. In thirdchapter, it has analyzed problems which food safety supervision and management inour country in practice. In4th chapter, according to the result of the analysis in thirdchapter, it has put forward some suggestions in perfecting food safety supervision andmanagement in our country.
