Problems Of Villagers Autonomy And The Countermeasures Under The New Situation

Abstract:Villagers autonomy is an unprecedented democratic practice in the history of China and is the great exploration in promoting socialist democracy with Chinese characteristics led by the Communist Party of China. Since1980s, villagers autonomy has undergone its comprehensive implementation and advance, and has gradually formed the system with direct election by villagers as its main channel of democratic election, with villagers’ representative conference as its main carrier of democratic decision-making, with village regulations as the main reference of democratic management system, and with making village affairs public, asking the main village cadres to make inaugural promises, releasing the villagers committee report regularly as the main content of the democratic supervision system. The current villagers autonomy has come to the preliminary realization of effectively and positive interaction between the administrative management of government and the autonomy of the masses at the grass-roots level, and has vigorously promoted the further development of grassroots democracy in China.However, since recently China is in the period of social transition and its reform is at the critical moment, villagers autonomy under the new situation also faces problems, such as some formalistic democratic election practice, difficulties in public welfare performance, relatively low quality of village cadres, relatively poor implementation of the village committee democratic system, too much intervention of township and so on.In order to identify problems existing in the process of villagers autonomy accurately and to put forward corresponding countermeasures for its healthy development, this article uses the literature methodology to analyze the basic connotation, the main content and the development course of villagers autonomy in China. The thesis also adopts the methods of questionnaire, face-to-face interviewing, data collection and a case-study on the current situation of rural social management under the framework of villagers autonomy in Ziyang district, Yiyang city,Hunan province. Hence, the thesis analyzes the typical case for the existing problems and reasons of villagers autonomy and puts forward some countermeasures to promote its healthy and orderly development under the new situation.This thesis argues that the further development of rural villagers autonomy in China under the new situation needs the efforts in the following five aspects:firstly, the perfection of the legal system and the system of villagers autonomy laws and regulations including relief regulation, etc; Secondly, the standardization of operating mechanism of villagers autonomy, such as democratic selection, democratic decision-making, democratic management, and democratic supervision; Thirdly, the improvement of the security system of villagers autonomy through strengthening fiscal transfer payment, accelerating the rural supporting system reform, etc; Fourthly, the building of comfortable environment of villagers autonomy via changing the function of township, promoting the relationship between village Party branch and village committee, improving the party’s style of leadership, etc;fifthly, the cultivation of the qualified subject of villagers autonomy through strengthening the guidance and education of villagers and village cadres.
