In order to study government’s playing the leading role in constructing the trinity mode in moral education of youngsters, a questionnaire survey of youngsters in a country and the interview to Schools, teachers, parents the relevant departments of the government and so on are conducted. The paper analyzes the status, problem and reasons about moral development of youngsters. The main reason Moral education of youngsters is not effective is lack of communication between School, Family and society. For converging all kinds of Educational energy from School, Family and society and develop the youngsters’morality, the government should play the leading role in constructing the trinity mode in moral Education.It contains five parts:the first part mainly explains research background, meanings, present situation and research ideas and methods; The second part interprets Constructivism, Social Learning Theory, Piaget’s Moral Cognitive Developmental Stage Theory of Children as well as New Public Theory; The third part analyzes the status of moral education of youngsters in the country; The fourth induces the weakness of moral education from schools, family and society and put forward the reasons of ineffective moral education work; the fifth proposes government should play the leading role in the moral education work, follow the law of development of moral science, and construct the trinity moral education model of schools, families and society in view of the youngsters’moral duties and administrative advantages. The government makes efforts to promote the development in government’s moral education through a variety of ways:raise moral consciousness of government’s moral education, establish mechanism of moral education integration, promote the moral development of youngsters and improve its self-management level, and construct a diversified evaluation system, and so on.
