Research On The Effect Of The Coupling Relationship Between Knowledge Management And Organizational Memory On Government Improvised Decision-making Capability

At present,with the continuous advancement of comprehensive deepening reforms,more and more in-depth contradictions have become increasingly prominent,and various types of unexpected public events have occurred frequently.At the same time,with the continuous development of Internet technology,under the drive of the all media,especially social media,the public opinion caused by public events showed sudden strong publicity,strong reality,rapid dissemination and profound influence.As the decision-making body of public emergencies,the government often lacks plans or does not apply to real situations in the process of responding to public events.At this time,it is necessary for the government to make improvisation decisions based on its own knowledge and organizational memory in a timely manner.Knowledge management capabilities and organizational memory have become key factors influencing the capability of government to improvise decision-making,Therefore,this study combines the two major elements of knowledge management and organizational memory,based on the perspective of the coupling relationship,to explore the impact mechanism of the relationship between knowledge management and organizational memory on the government's improvisational decision-making capability,aiming to promote the improvement of the government's improvisational decision-making capability.This paper discusses the interaction mechanism between knowledge management and organizational memory from the perspective of system theory.This research concrete contents include:(1)On the basis of literature review,analyze the mechanism of interaction between knowledge management and organizational memory,analyze the influence mechanism of the coupling relationship between the two on the government improvised decision-makingcapability,construct a conceptual model of the influence of the coupling relationship between knowledge management and organizational memory on the government improvised decision-making capability,and put forward research hypotheses.(2)Taking the 27 public opinion episodes of public opinion with high public opinion in2014-2016 as samples,combine the key knowledge and related memory involved in the public crisis response to public events,and draw lessons from the theory and research of knowledge management evaluation,process division and measurement of organizational memory,the paper constructs an evaluation index system of the relationship between knowledge management and organizational memory;combining with the specific decision-making behavior of the government in responding to the public opinion crisis of public emergencies,and drawing on the measurement dimension of improvisation capability,this paper constructs the evaluation index system of improvised decision-making capability of government.By using the entropy weight method to determine the weight of each index,and a comprehensive assessment was made of the knowledge management capabilities of the government concerned,organizational memory and improvisational decision-making capabilities,using the coupling degree calculation formula to calculate the coupling degree between the government's knowledge management system and the organization memory system.(3)Using the BP neural network method,from the macro-level and micro-level empirical analysis of the effect of the coupling relationship between knowledge management and organization memory on government improvised decision-making capability.A BP neural network model based on the macro-level that affects the government improvised decision-making capability,the results show that: both knowledge management and organizational memory have an impact on the capability of government to improvise decision-making,the coupling between knowledge management and organizational memory has a positive impact on the government improvised decision-making capability.The BP neural network model based on the micro-level is constructed to analyze the specific impact on the improvisational decision-making capability of the government between the various dimensions of knowledge management system and organizational memory system,by adding20% added value to each dimension index,calculate the contribution of each index to the comprehensive capability of government improvised decision-making,the results show that:knowledge acquisition,knowledge sharing,organizational memory renewal and organizational memory communication have the most obvious impact on enhancing the government response capability,government resource integration capability and government innovation capability.(4)The path of improvement of improvised decision-making capability of government based on the coupling relationship between knowledge management and organizational memory.Based on the previous chapters,this paper focuses on improving the coupling relationship between knowledge management and organizational memory,from the realization of collaborative development of knowledge management system and organizational memory system,the interface of knowledge management platform and organizational memory platform should be strengthened to realize the integration of "knowledge-memory" with the link of crisis study,put forward some feasible suggestions to promote the improvement of improvisational decision-making capability of the government.
