As a "global gray plague", corruption is not only a historical problem, but also a world problem. Facing the current situation, the government has proposed "we should preventcorruption by education, establishing and perfecting the systems." it means that our idea of preventing corruption has a big transformation. Just as Zhang Kangzhi professor said, if we prevent corruption only by institutional and legal construction, then we will fail. Anti-corruption is a system project, and administrative ethics is an important aspect in the project.Based on the understanding of the present research in the corruption problem, this paper stands in administrative ethics perspective, and tries to study the essence, causes and solutions of power corruption in the administrative exercise.It mainly includes four parts:The first part is introduction, the key word is "confused". This part mainly introduces sand summarizes the basic theory and research of power corruption, and proposes the main contents;The key word of the second part is "reflection". First, this part discusses the corresponding duties of position responsibility in administrative power; Then, probes into corruption (power alienation) forms from the provisions of the abstract power and specific power perspective; Finally, this part discusses the current position responsibility in administrative powers;The key word of the third part is "explore". This part mainly introduces the traditional mode of anti-corruption. This is a way of being forced to agree with the organization, which includes moral enlightenment and system to enforce; The key word of the fourth part is "solution". Based on the real source of corruption, this part tries to use the related theory of public power restriction to design a moral restriction way. First, we should cultivate moral autonomy of the administrative persons; then, we should establish mutual-trust administrative organization to make the administrative persons take responsibilities; finally, our ultimate goal is to help administrative persons form a kind of administrative personality, so as to effectively prevent power corruption.
