The Study On The Problems And Countermeasures Of Home Care Services In Changchun City

China is a country with a long and excellent tradition of respecting elderly for thousands ofyears, relying on family members to take care of and support the traditional family pension iscurrently still a major endowment way in China. However, with the improvement of theimplementation of the family planning policy and modern medical technology innovation,China’s aging population is increasing.“4-2-1" inverted population pyramid pattern appears,empty-nesters and the elderly living alone grow increasingly, weakening family pensionfunctions are increasingly unable to meet the care needs of older people ’s daily life. Therefore,to establish a pension Network supported by family, community, government and non-profitorganizations----home care, effectively proceeding from the actual needs of the elderly,providing different pension services for the elderly with different pension willingness andpension needs, is both a response to the trend of diversification benefits pension model andthe consensus on solving the pension problem around the world including our country.Since the1980s, China has begun the practice and exploration of the home-based careservices including the family support, government welfare and community services. It hasbegun to take shape after more than20years of development. Currently, most cities andregions have formed fixed services, facilities services and home services as the main form tolife care, health care, culture and entertainment, mental health, social participation and rightsprotection as the main content of the new home care service pattern. This thesis takes homecare services in Changchun, Jilin province as the research object, elaborates the developingmode of it. Meanwhile, it sums and expounds the development process and problems of homecare services from the improvement and development angles by using public goods theory,welfare pluralism theory and social embedding theory, drawing on the successful experienceof home care abroad, and then proposes measures to solve the problems involved in aspects ofgovernment responsibility, community development, service agencies and so on.This thesis consists of five chapters, which elaborates the development and constructionissues of home care services in Changchun city. The first chapter generalizes the researchbackground, research significance, literature review, research methods, the innovation anddifficulties. The second chapter explains the concept of home care and related theories,including the contents of home care and its development advantages. The third chapter is veryimportant since it covers the innovation of the thesis. It separately analyzes the running statusand problems of home care in Changchun from daily care needs of the elderly, health careneeds, spiritual and cultural needs and other aspects, and further pointssut its existingproblems. The fourth chapter elaborates the home care service models in the United Kingdom,Japan and other advanced countries, learning from their successful experience and providing reference for the development of Changchun City. The fifth chapter generalizes the tendencyand vein of home care development in Changchun city, it also proposes suggestions andmeasures to strengthen and improve home care service there.
