Improve The Measures Of The Public Service In Shanghai Transport And Port Management

To provide high quality of public goods and services for the social publicdepends on not only local governments inner desire but also the correspondingability. The government public service ability is the core content of governmentability, besides it is also one of the most important factors in the changing process ofgovernment function. Although local and central governments of China havecontinuously made new achievements in the field of public service, the public serviceabilities are not able to meet the requirements of the rapid economic development.Current researches are focused on macroscopic analysis of the government ability;however micro-level researches are less studied. The public service ability ofadministrations of ports and waterways is an absolutely necessary part of the publicservice ability of Shanghais local government departments.Specific studies of how to improve the public service ability of administrations ofports and waterways are of great significance for promoting the construction of thepublic service-oriented government as well as the optimization of Shanghaiinternational shipping center.Combining the new public management theory, the governance theory, the newpublic service theory and the public service philosophy, firstly we give matureconsideration to system of constructing local government public service ability. Takethe analysis of investigation report of Jiangsu inland waterway service area asbreakthrough point, achievements, difficulties and improving routings of publicservice ability facing by administrations of ports and waterways of Jiangsu provinceand Shanghai region public service capacity are analyzed on the basis of theoreticalanalysis and practical experience. For reference of theory and practice of thegovernment public service ability at home and abroad, advanced experiences forimproving the capacity of public service are abstracted from the four aspects ofconcept, institution system and mechanism.
