Since2011, political micro-blog became an important way for government andgovernors hearing from citizens and answering their demands. On the other hand,micro-blog became an essential channel for citizen political participation in China.Chapter1illustrates the Objective and significance of the thesis, which reviews theresearch status at home and abroad and analysis the problems in current research.Chapter2of the thesis works on the theory about democracy politics and differentforms. Author believes that political participation is a certain way for citizens toexpress their political will and demands, thus to affect the processes of politicaldecision-making, mainly includes democratic election, democratic decision-making,democratic management and democratic supervision, however to participate inpolitical affairs through micro-blog becomes a new way in the new-media era.The third chapter starts from the status quo of China’s political micro-blogconstruction, introduces the definition and characteristics of micro-blog, arguesmicro-blog, as a “self-media” product, has4A characteristics (Anytime, Anywhere,Anyway, Anyone), analysis the development process of China’s political micro-blogsince2009, illustrates government organs, cadres and the public as the differentgroups involved in the government affairs via political micro-blog, and analysis itspositive and negative effects.Chapter4proposed some existing problems about political micro-blogconstruction in China from government organs, cadres and the public. Thegovernment organs have following problems: aim is fuzzy; mechanism is not perfect;legal consciousness is poor; information is not transparent; contradiction isnumerous; administration thought is obsolete. Cadres have following problems: legalawareness is superficial; personal opinion is obvious; interaction between officialsand the public is not enough. Meanwhile, the citizens are blind by following thepublic and cannot distinguish the truth.In the fifth chapter, according to the different groups, author puts forwardcountermeasures to improve the effect of political micro-blog construction in China. Government organs need to establish professional team, improve rules and systems,establish laws, make information to the public in a timely manner, accept thesupervision of the public, to improve the citizens to participate in politics. As forcadres, they must uphold the rule of law, use network languages, driving down theirgrace. While for the public, they have to strengthen their education level, enhancetheir network environment and reinforce their network literacy.This paper has some practical significance to the improvement of politicalmicro-blog construction in China.
