The New Public Service Research Perspective Of The Government Credibility Construction

Harmonious and stable social environment is the basis for the development of socialist market economy, and local governments to enhance the credibility of our harmonious society is a necessary requirement. Third Session of the Tenth National People’s Congress,"Government Work Report" made "to enhance the transparency of government work to improve the credibility of the government." Credibility of local government influence and appeal, it is the administrative capacity of local government the objective results, reflecting the authority of local government, democracy, service levels and the rule of law and so on. At the same time, it is the people’s evaluation of local government, reflecting people’s satisfaction with local government and trust. The key is to enhance the credibility of the transformation of government functions. Establish the credibility of community service philosophy is a prerequisite to enhance and improve the construction of the local government system is to enhance the credibility of the system to protect, and establish a government credit system is to enhance the credibility of the technical means. In this paper, political science, sociology perspective, from the basic concept of the social service function and the credibility of the content of the local government. Next, from the perspective of public service provision, analyzed current our country government credibility construction difficulties, and on this basis, from the era factor, social factor, government and public factors in four aspects of problems causes. Finally, based on the public credibility construction experience of United States, South Korea and Japan,the paper gives some relevant countermeasures and suggestions.
